The former queen of the 135-pound division hasn't graced the Octagon since her sensational defeat to Holly Holm at UFC 193.
The Olympic gold medallist suffered a stunning second-round KO loss to 'The Preacher's Daughter' and lost her grip on the bantamweight title.
Rousey, 12-1, is five months into a six-month medical suspension for her defeat to Holm but has upped her training regime in preparation for an imminent return to the cage.
It has been suggested that Rousey's comeback fight could see her lock horns with Holm for a second time.
But White has poured cold water on talk of a rematch with Holm.
"Ronda is not coming back until November," he told ESPN.
"So a lot of things can happen before then.
"Whoever holds that belt, whether it be Miesha or anybody else, is probably who Ronda will fight next."
Rousey's return will coincide with the UFC's debut New York show, which will take place at Madison Square Garden on November 12.
And the 29-year-old is eager to compete at the landmark event.
She said: "I would love to have the opportunity to fight here because this is another time I feel like I earned the right to fight here because I fought for it.
"I want a tie to a historical place like this and I want to be remembered in a positive way," she continued.
I'm from Los Angeles, where if something is 50 years old, they tear it down and build a new one. It's not for my own vanity. It's for a place in history.
"I don't have a single picture of myself fighting in my house. I don't have my belts, they're hidden. I don't like putting stuff out there, but I like fighting for a place in history."
